(Engbeck, JR, 2022) Joe was a purposeful man … a former USARMY/DoD spy, Emeryville scrap metal dealer, UC Berkeley graduate, the great Grandson of a Swedish merchant marine, John, who married a Scottish Woman named “Smurthwaite.” He was/is teleological in his agnostic natural belief system … the world according to Joe ...which he, in turn, shared deliberately with SunJohn in the wilds since age 4. Joe also had a cat that weighed 24 pounds and lived 24 years named “Tahoe,” and whose descendants yet traverse the backyards of Berkeley with the signature tabby M on their forehead. Likewise, in Joe-the-Dad’s legacy and trajectory are the Berkeley barriers and the Claremont Canyon natural preserve. As he gleaned a creative force to emerge-reemerge on earth … like a great Toltec MagicBird… one knight… he championed a moment in time called “John Randolph.” He said to Quetzylcoatyl in that moment… “Make it so he can never lose to evil…” and is,” utterly relentless …” My Father gritted his teethe just then… with all his acquired and hoped for “mettle” … a peaceful man driven to extreme measures… he sent his SunJohn as God sent Jesus… and Joe remained ever faithful to Mother Nature his entire life.

The Nation demonstrated care for its young people ...especially the men at that time who could have become "dispirited" in crisis. The environmental message ... that California and Nature are fast friends. The WPA and The WBA were parts of the New Deal intended to provide positive and gainful employment for young people and to combat The Great Depression. The works were in the form of "Public Benefit Projects" and employed some 2M people. In 1931, the CCC was formed. It also affected/effected "national thought." The structures yet endure as does the term "rustic," which describes them. The 1930's were the Golden Era for Parks!
CCC, FERA, SERA, USFS, WPA. Public Works. Great Depression. Population encouraged by the CCC. In 1933 the GNP had plummeted, 1/3 of all banks had closed, "The forgotten Man." "100 days." Laws of Emergency. ECWA. THE THRAT OF FORCED IDLENESS IS TO SPIRITUAL AND MORAL STABILITY. TR and Pinchot, then Pinchot and FDR.
The CCC and National and State Parks. FDR's original vision was to employ homeless and poor young men from cities...to go and plants trees, fight fires, Clean slash, build fire roads, LOOKOUT STATIONS, and other landscaping. The unemployment was highest in the East and there were more parks in the West, TRANSFERRED RESPONSIBILITY TO NATIONAL PARKS. Mather. National Conference on State Parks. Increasing urban situations. Horace Albright. The CCC and NPS greatly accelerated the production of new parks! Conrad Wirth. 30,000 young men received national funding for state parks and Parks went from 67to over 300! Merriam, President of The Save The Redwoods League. Merriam gathered experts in natural resources, and went to UC Berkeley where William Penn Mott was achieving his Masters in Landscape Architecture 1933-1937. The ECW became The CCC.
PARK DEVELOPMENT & RESOURCE PROTECTION. Excessive development vs nature concerns. Vow of no damage to Nature in Parks. Use consistent with natural Grace. CCC in CA. The CCC teams were deployed for the fires. There were 19 camps at the time comprising a strength of men at 3,800.00. The Army presided and formed the disciplined format for the camps. Educational and Vocational Training were provided. Local Experienced Men (L.E.M.) trained the boys in many forms of vocation and skill.
The first CCC formations were in 1933. Big Basin, Cucamonga, Big Trees, Humboldt, and La Purisima. Budgets fights ensued. The Parks depended completely on the CCC then for development. The men stayed in tents and eventually achieved indoor bunkbeds and cabin like barracks quarters.
